Rebalance fails with badmatch error after failover with replica count of 0

    Description

      Steps to reproduce:

      1. Create 4 nodes cluster with replica count of 0.
      2. Failover one of the nodes.
      3. Push rebalance button.

      Rebalance fails almost immediately.
