cbworkloadgen doesn't work across a rebalance

    Description

      Trying to find other load generators to use outside of Moxi and found that cbworkloadgen doesn't perform properly across a rebalance. Performance drops to the floor and there are lots of not_my_vbucket errors printed out from the console of cbworkloadgen. It eventually does recover once the rebalance is complete
