cbrecovery 's dry run to abort cbrecovery once it fetches the vbucket list

A cbrecovery dry run tasks triggers cbrecovery but just fetches the vbucket list (missing). At the end of the dry run, we still have cbrecovery running although it is not actually retrieving items.

What would be more appropriate is to have the dry run abort cbrecovery once it actually fetches the missing vbucket list.
