Provide access to bucket compaction progress via standard stats API

Currently we show cluster-wide compaction progress which is slightly misleading since there is no such a thing as cluster-wide compaction. What I'm requesting is:

– adding compaction progress to stats dictionary
– per node progress
– UI graph

Or at least track per node compaction tasks, similar to rebalance.

Alk/Perry may have better suggestions.
