Fix SDKQE build and upgrade nuget to v3.5

    Description

      The setup script currently expects the .nuget folder which has been removed, the script just need updating to not try and move into that folder.

      Also, we need to upgrade to v3.5 of nuget to support package restore for xproj projects (UnitTests.NetStandard & IntegrationTests.NetStandard).
