Major Description
As noted and partially fixed in NCBC-1290 and NCBC-1291, once nodes are flagged as offline in the client they don't come back online. The partial fix was to retry all nodes if they are all down.
However, this doesn't address the scenario where the cluster has more than one node and some portion of the nodes go offline and then come back online. In this case, the client will continue to ignore those nodes until the client is recycled, such as a rebalance.
This affects both the N1QL query and the FTS search services.
