Failure messages are not returned for UserManager actions

    Description

      Failure messages from the HttpResponseMessage are not added to the result structures for UserManager options:

      eg https://github.com/couchbase/couchbase-net-client/blob/master/Src/Couchbase/Management/ClusterManager.cs#L865

      The error message is useful for debugging during failure.
