N1QL service URIs are lost when processing new bucket config

    Description

      When processing a new bucketconfig existing query, search and analytics URIs are lost for servers that were present in the previous config. This is because serivce URIs are only added to the new URI collection when not using a cached IServer instance.

      The service URIs should be added to whether using a new or cached IServer instance.
