Default span tags are missing if using another Tracer (eg Jeager)

      Also looks like we're missing out on some of the common tags since we're not using the ThresholdLoggingTracer which uses the SpanBuilder class to add the common tags(dbtype, spankind, clientdescription)

      Span tags should be added outside of the SpanBuilder to ensure all implementations get the tags.
