2.7.0 candidate .net async mode - half the time connection not recovering after 1 node swap rebalance

    Description

      SHA1 : e1b01c37420186c1f83b3291e672db5bdb945d39 (2.7.0 candidate)
      framework : both .net full and net core
      mode : async
      operation : KV
      Server: 4.5 (but it happens regardless of server version)

      Some times it recovers (still throughput continues going down after recovering) but some times it does not recover at all.
      Attached the log files for same test. one is failed recovering and the other is recovered.
      both shows throughput down.
      test was to swap 1 node and rebalance.
