ConfigMonitor integration test intermittently fails

    Description

      The test intermittently fails both locally and on CI, this normally happens when there are a number of tests running concurrently and normally succeeds if run individually.

      Increasing the wait time to check the LastConfigCheckedTime seems to let it pass more consistently.
