Update RetryOrchestrator to use DI for logging

Step in the overall path to injecting ILogger down the dependency tree from Cluster. RetryOrchestrator currently requires a logger, but is a static class. It should be made a singleton available to Cluster and CouchbaseBucket via DI, and accept a logger in its constructor.
