netcore3.0 target id deprecated and cannot be used with 'dotnet pack'

Since this means that we can't generate NuGet packages from Jenkins, it blocks the next release.

Initial ideas to fix or mitigate:

1) Update projects to target netcore3.1, which is non-trivial as it introduced compiler warnings for deprecated methods.

2) Find out how to ignore the error from "dotnet pack".
