DataFlowConnectionPool may cause IOException and SocketException when scaling down

    Description

      The DataFlowConnectionPool can scale up or down based on back pressure, which is generally good. The problem is that there may be pending operations waiting for a server response and they will hand and eventually timeout. Additionally, IOException and SocketException will show if this patch is  used: https://review.couchbase.org/c/couchbase-net-client/+/165574
