Add ARM unit testing to CI infrastructure

    Description

      Recent versions of .NET support ARM in addition to Intel processors. We should make sure our unit tests in CI are also run on ARM. This will then ensure good test coverage if we make use of any ARM intrinsics in .NET to improve performance.
