FIT Vector Search: All tests fail

All the Vector Search tests seem to hang and fail, with what looks to be a proxy failure but I'm unsure.

The test suite creates multiple Search indexes on the server which can take quite a while to process documents and be fully operational, so I recommend giving the Search service 2048MB of memory (by removing some from the other services).

All tests from the normal Search suite pass, so at least part of the common Performer methods they share (SearchQuery or Row parsing) should be working fine.
