    Description

      Currently, each ClusterNode has a ConfigPushHandler, which increases the work load and number of possible duplicte ConfigVersions. This ticket is to refactor the ConfigPushHandler and move into the CouchbaseBucket level which should help in deduping ConfigVersions.
