ObjectDisposedException when fetching a config

During a rebalance out, its possible for a config request to be made to a node while at the same time the node has been disposed resulting in a ODE. This patch checks the nodes status and if not "dead" uses it; if the underlying socket has been disposed the handler will be notfiied and will try on a different node.
