Capture ExceptionDispatchInfo at time the exception is caught

ExceptionDispatchInfo is meant to be used to capture the Exception stack trace at the time the exception is originally caught and rethrow it later, retaining the stack trace. It is currently being used to capture and rethrow at the same time.
