    Description

      The current implementation of RetryOrchestrator has become very complicated over time and includes a lot of duplicative code. We can clean this up to be more efficient and easier for developers to understand. This will also make the implementation of https://issues.couchbase.com/browse/NCBC-3710 (outcome tagging on metrics) easier.
