Critical Description
Since CouchbaseBucket.CurrentConfig is only updated when there are effective changes, the logic to compare incoming versions only applies to the latest version with effective changes.
In some conditions, that means that incoming configs with no effective changes can result in an infinite loop of comparing to that same version, until a new config with effective changes comes in.
