[FITSIT] CouchbaseExceptions with retry reason KvNotMyVBucket are getting caught while veritcal scaling as a situation.

FIT-SIT runs on GitHub Actions have shown errors when executed against the latest commit of the .NET SDK.

Vertical scaling test(or with other swaprebalancing tests) with private endpoint(updates instance type to m5.2xlarge from m5.xlarge) shows SDK_COUCHBASE_EXCEPTION with retry reason KvNotMyVBucket. Observed with server vesion 7.6.
