Add support for provisioning a cluster to ClusterManager

    Description

      The ClusterManager does not currently support setting up a cluster from an initial EP node. This ticket adds support for the following REST calls:

      POST /nodes/self/controller/settings
      POST /node/controller/rename

      And the new calls for configuring services that will run on each node:

      /node/controller/setupServices
