BucketSettings has max_ttl rather than max_expiry

PYCBC-963 touched this, and ideally we would have fixed this as well. But, that needs to go out, and so lets not forget to fix. We must support both max_ttl and max_expiry, however, and have a test for it. Perhaps we can deprecate and remove later.
