Support per-transaction configs

We need to just add it to the transactions.run call. Note, it is just a subset of the full config, so perhaps we can represent it as a base class of the TransactionConfig in python, overriding the constructors appropriately.

Then, in the extension, perhaps the _init_ calls can use templates to reduce the repeated code.
