Improve test suite for Jenkins Intergration pipeline

The 4.0 test suite is vastly improved over the 3.x (you can actually run the entire suite locally w/o crashing due to too many fds!). However, even though you can run against a cbdyncluster locally w/o any problems, Jenkins is another story (oh Jenkins...you are a thorn in my side). This ticket is to track the updates to the test suite as the tests are 'hardened' to weather even the cbdyncluster + Jenkins storm!
