txcouchbase - Fix Management API

The txcoucbhase management API needs to be re-worked to implement changes that were made along the path to releasing 4.0.

As 3.x txcouchbase API did not have support for the management API, so the priority shifted to focusing on the couchbase and acouchbase APIs.

The core foundation has been laid, but more updates are needed to rework the portion of the management API that exists. Also, the missing management APIs need to be added.

• bucket
• collection
• queries
• search
• users
• views

• eventing
