acouchbase - clean up test suite

The acouchbase test suite is good for the most part. There were some improvements made to the couchbase test suite that should be reflected in the acouchbase test suite as well.

Also (maybe this is another ticket) a better schedule of running acouchbase tests w/in the Jenkins pipeline(s) should be setup.

Improvements:

• How the cb_environment is created
• Skip most mgmt mock tests based on the server being the mock server prior to connection (help speed up some of the tests).
  • The connection is made to determine server version, in some instances we can just skip if using the mock.
