Dynamically link against stdlibs by default

    Description

      Currently the Python SDK statically links against stdlibs. We should change the default behavior to dynamically link against stdlibs. We can still utilize the COUCHBASE_CXX_CLIENT_STATIC_STDLIB environment variable so that some users can choose to statically link if needed.

      Tasks:

      • Update the build system
      • Check to see if the manylinux wheel Dockerfiles need updates as well
