Add support for get_all_replicas to return ACTIVE as well

Because of CCBC-1169, we only return the replica results. Once that LCB issue is addressed, we will need to check to see if it is the active (a call that doesn't exist yet), and mark it as such. For now, that is just always false, but there will be a small bit of code to add in the C bindings to support CCBC-1169.

The tests will need to be updated as well, and (maybe) the ValueResult needs a flag we can set from the C side, and then the GetReplicaResult can query it.
