Collection get_and_touch, get_and_lock need to be SDK3-ized

The former doesn't seem to use the expiry value, the latter does.  But both have the expiry as an integer rather than a time delta.

Speaking of expiry, it is not passed in with the various mutation options. So - lets fix those options as well. At that point, we should add v3 tests touch, lock, unlock, get_and_touch, get_and_lock.
