      Description

      Currently simple strings, i.e. "str" will not properly be set in "plain" mode. The library should apply some heuristics to determine if the string is a simple "byte" string, or whether it needs some special encoding.

        PYCBC-103 introduces a FMT_UTF8 flag. Heuristics should not be performed by default because of the ambiguity of Python's types. We don't want to accidentally stringify an object that's got a _str_ method implemented (and every object does).
