Major Description
The library has integrated recent big changes like BoringSSL integration and gRPC dependency.
The script have to be updated to statically link BoringSSL by default, and produce "fat" packages that include precompiled binaries for all supported ABI versions of Ruby.
Also the Windows platform must be supported on Jenkins, so that it should populate all the repositories for all main platform, and user should not care about ruby ABI selection
