Description
Currently, when a timeout occurs, the exception message does not include how long was waited and it can be hard to correlate what's happening there on the user's thread to what may be happening on the connections, etc.
We can improve this by including more about:
- how long was waited
- whether or not a connection is active
- how long it has been since a given connection has completed a read
