Tracing is good enough for beta, we'll open individual tickets as needed

I looked into this.  OpenTelemetry are aiming for an initial alpha release at the end of this month, for C#, Go, Java, NodeJS and Python.  AFAICT there are no pre-alpha releases available (there is code but no hosted jars).

Their original roadmap was to sunset OpenTracing and OpenCensus in November this year.

I think we'll have to leave support for this out of the beta.  We don't want to depend on OpenTracing if it's being sunsetted soon, and OpenTelemetry is unlikely to be ready in time - it would be a very last minute addition if possible at all.

I'm trying to get clarity on whether they feel the OpenTelemetry APIs will be pretty much GA quality in time for our own GA.
