need to be able to query from a replica vbucket

Some deployments will want to query a replica for keys. Currently, a replica would return a not-my-vbucket kind of error. This should be enhanced with either a method to turn on query (preferred, so it is compatible with existing clients) or a new command. This also affects backup.
