[CBAS] Mutations done after rebalancing out or failing over a KV node are not ingested by CBAS

Issue :

1. Have a 2-node KV cluster, and a CBAS cluster
2. Create a bucket in KV, load some data, and create a shadow dataset in CBAS for the same
3. Connect to the bucket and run a query to count # items in the dataset in CBAS, and compare it with the # items in the KV bucket
4. Rebalance out one KV node (or fail it over)
5. While rebalance is in progress, or after the rebalance is done, perform some mutations on the KV bucket, preferably creates.
6. Run a query to count # items in the dataset in CBAS, and compare it with the # items in the KV bucket. The counts are not consistent. Mutations after the rebalance was done werent ingested by CBAS.

This scenario works fine for RebalanceIn and Swap Rebalance.
