Subsequent swap rebalance of node fails when swap rebalance is stopped the first time

    Description

      Steps to reproduce -
      1) Create a 3 node cluster with 1 KV and 2 CBAS node.
      2) Create a KV bucket.
      3) Create a dataset default_ds on KV bucket.
      4) start multiple queries in parallel. Query that the test runs is -

      select sleep(count(*),50000) from default_ds;

      5) start data loading into KV bucket.
      6) now swap rebalance CC node with a new node.
      7) Once the rebalance start, stop the rebalance.
      8) Restart the rebalance.
      Rebalance fails.
      This test case was working with build 7.0.0-5161
