Rebalance buttons gets enabled as soon as the buckets got created

    Description

      Build: 7.0.0-5219

      Scenario:

      • 5 node cluster (3 KV + 2 n1ql;index)
      • 3 Couchbase buckets with replica=1 and 6 collections under each bucket

      Observation:

      Seeing rebalance button got enabled as soon as the buckets got created.

      Warning: Rebalance recommended, some
      		 
      data does not have the desired replicas
      		 
      configuration.
