Interrupts on CC registration should not trigger a halt

Failures during registration with the CC trigger a halt, such that we can restart and ensure the system is in a correct state. If we are interrupted, which is the case when we are shutting down, we should not trigger a halt, but simply allow the shutdown to proceed.
