If the 1st URI in the bootstrap list fails, we fall back to HTconfig instead of trying CCCP with the other URI in the list.

    Description

      This could be working as design but from my expectation of how the other client do this, I would expect the client to try every node with CCCP 1st before trying HTconfig.
