MOI: Rebalance fails with "Validation fails: Total cpu usage of all indexes exceeds"

We observed one rebalance failure with following crash report in a longevity test on AWS cluster after ~48 hours.
We saw this failure when we were taking out one indexer node from cluster and putting in one indexer node in cluster.
Subsequent rebalances passed afterwords.

Unfortunately indexer logs are rotated and we do not have them. We are continuing with test and will attach logs if we find this again.
