cbbackupmgr hang when doing backup with cluster is rebalancing

    Description

      Install Couchbase Server 5.0.0-3501 on 4 centos 7.x servers
      Create a cluster of 2 nodes (224 and 225) with services kv,index,n1ql and fts
      Create default bucket
      Load 1000 docs to default bucket.
      Add a node (226) to cluser and rebalance.
      During rebalance, do backup cluster using cbbackupmgr.
      cbbackupmgr process is hang
      Kill -SIGQUIT pid to get stack trace in logs

      I will close old bug MB-25148
