Support latest version of Consul

Description

There have been reports of compatibility issues between the ES connector and Consul 1.10.0 (see linked forum post). Investigate, with a goal of fixing the issues and adding modern versions to the compatibility matrix in the documentation.

Added support for Consul 1.13.1, 1.12.4, and 1.11.8.

Agreed. This is the next step in keeping the connector compatible with modern versions of its dependencies.

Probably a good and quick candidate to consider after ES 8.x upgrade ?

It won't be easy to run the integration tests against these versions, since the Consul client we're using doesn't like talking to these versions of Consul when the agent runs in "dev" mode. See https://github.com/rickfast/consul-client/pull/456 and https://github.com/hashicorp/consul/issues/10945
