Description
A node should be able to indicate that it's currently unable to talk to Couchbase and ES, but is still alive and willing to follow orders.
The threshold for entering this state should be configurable.
Q1: What happens if the leader enters this state? Should it abdicate?
A1: No, don't worry about it. To be an effective leader, the node just needs to be able to communicate with Consul.
Q2: Should nodes in degraded state still try to become the leader?
A2: Yes (see A1).
