Enhance obsolete v2 attachment calculation to support running SG in conflict mode

    Description

      When running in allowed conflict mode, SG should be checking for v2 attachments on all non-tombstoned leaf revisions. Calculation of obsolete attachments should be done by using the additional flag introduced in CBG-1627.
