Verify behaviour of non-matching bucket field in dbconfig

    Description

      If a database config exists in a bucket where the owning bucket does not match the config's bucket field, this can cause problems where the referenced bucket is attempted to be used instead of the actual owning bucket.

      I.e. Backup/Restore of a bucket to one with a different name.
