Per-db console log settings should inherit from the bootstrap config when include runtime is true

    Description

      CBG-3286 added console logging on a per-db level. Getting the database config with the include_runtime=true query does not show what the database console logging is running with if it has not been explicitly set by the user.

      This should be populated with the values from the bootstrap config when the user has not set a console logging configuration on a per-db level and the include_runtime=true query is being used to get the db config.
