[3.1.2 Backport] Silence metrics requests

Description

We'd like the ability to perform healthchecks and scrape stats silently for Capella to avoid log noise and cost for customers.

  • /_internal router group that doesn't log requests at info level.

  • Router group contains aliases for the healthcheck () and metrics/expvar handlers for Capella usage.

  • Internal calls would omit logging this HTTP request at Info (move to debug/trace?)
