[3.1.2 Backport] Move KeyDCP changes and cache logging to KeyChanges and KeyCache

Some KeyDCP log lines are more relevant to other log keys, i.e. KeyCache and KeyChanges.

For log streaming, KeyDCP will not be an option, this ticket is for moving the log lines more relevant to other log keys to those log keys (which are available for log streaming).
